A bad merge across projects in python-doc organization caused translation from one language be used to another in several of its projects (which are actually Python versions). For instance, Russian and Indonesian translation in Polish’s translation resources.
Now, I can filter author & date to delete the exactly problematic translation from a string results in it being re-filled by the Translation Memory. I don’t use Growth plan, so I’m unable to delete suggestions or download TMX to work offline.
I have a previous state of the translations that I could re-upload to Transifex, however the Translation Memory would still bring the issue back again.
What can I 1) fix or even reset the Translation Memory to stop it re-filling bad translations, and 2) remove the problematic translations to restore the previous state?

To avoid TM to Fill with other translations you can disable the Translation Memory Fillup by heading to your Project Settings → Workflow
At this time managing translation memory is only available for Growth plan and up.
What you can do is to filter the string in the Editor that have the problem and then in the Bulk actions menu click on Delete translations.
This combined with the previous state should help you until a new translation takes place.

Considering that Translation Memory Fillup is useful, is there another way for me to reactive it later without bringing up the issue again?
Alternatively, if I delete the project to later be recreated, will the Translation Memory be wiped out with it?

After deleting the translation you should be able to enable the Fillup again without any problem.
About your question, each project has it’s own TM so creating a new one will create a new TM for this specific project.

Sadly after
- disabling the TM fillup in a project,
- deleting bad translations using filtering,
- and enabling the TM fillup back again,
the wrong translations started to being filled up again. We used python-newest project and PL language to test.
May time affect the effectiveness of those changes anyhow? Should we wait between the steps listed above?

We had the chance to review this internally and at this time TM entries can only be managed by a higher plan, however, we have some options for the behavior that you are seeing
- The first option is to create a new project and start from scratch
- The second one is to provide a new translation to the strings, doing this will let know Transifex that the most recent TM entry is the correct one. If you have backup versions of the file your can upload it.
