Can anyone suggest video tools that you use for localization and information on how to get started for use in Transifex.

Are you interested in audio or subtitle localization? Transifex supports the second one as it is described in our documentation guide here (I assume that you are already aware of that though). Below you can find the subtitle formats we support: https://docs.transifex.com/formats/subtitles/. We are able to help you translate the subtitles once you have your video transcribed.
If you are interested in audio localization or in creating subtitles, then I am afraid that I cannot help much here. I do not have any suggestions but if you have tried some tools already, it would be great if you could share your experience with our community.
